Are the stock battery tie downs conductive? My tiedown's coating was peeling and the metal was rusting, so I removed the coating and sanded the metal. Just as I was finishing up I realized the coating felt like electrical tape and was wondering if the tiedown is safe without it?

Something is draining my battery. I narrowed it down to fuse number 9 under the hood. I unplugged the radio, amplifier, immobilizer control unit, gauge cluster, and the keyless receiver unit and I'm still getting a draw ?? does anyone have an idea as to what it might be. Thank you
