This feels like a basic question, but I am questioning the physics.

I am replacing my front pads with a set from Power Stop. They don't have the holes for the pan separator.

On the included shims, does it sit outside so it effectively but lightly pushes the pad towards the rotor? See the pic below.

Yes. The shims go on the backside of the pads. They should kind of lightly snap on. Add a thin layer of brake grease where the piston contacts the shim.
Don't know what you mean by "They don't have the holes for the pan separator. "

Oops - meant pad separator. That V-shaped thing that appears to force the pad away from the rotor.

My last pads had a hole for it to connect to.
