Hello,

This is a stupid question I'm sure, but does the catalytic converter have a heat shield on it or is that aluminum looking piece around it the entire cat itself? The two bolts rusted off so now there is this sweet rattle coming from there and I'm not sure if I can just replace the cover or if that's the entire thing... If it's the entire thing is it hard to replace by yourself?

You could start by replacing the bolts.

Go to any auto parts store and ask for an adjustable heat shield clamp, should only be a couple dollars and just wrap that sucker around there. Best and cheapest fix

Yeah replacing the bolts is not an option because the flat mated surfaces are completely torn to where I couldn't get anything through a part of it... So these heat clamps are a normal commodity at any auto parts store?

The metal surround is the heat shield, just take the damn thing off. Just dont park over grass b/c the heat from your cat. might set the grass on fire.
