depends on your local laws, but if you are out of state he would have to ship it to a FFL and then it would be transferred to you.

If you are in NC and I meet face-to-face with you, you must possess a permit from your county or a CCW.

I am not sending my weapon to anyone that does not prove they have a CCW from another state and I verify that I can transfer it to them legally through a FFL.

Ok. Nah, i am from Oregon, otherside of the country. lol I am only 20, waiting to turn 21 to get my CCW. Dad is a Cop, Step Dad is a Cop ... lol Just not old enough yet. Thanks Bro

I went in there, traded in my Bersa 380, gave them some cash, filled out the form, showed them my CCW, and walked out with a Glock.
