Hi, can anyone identify how these relatively large spots on my hood (front and center) appeared and how to remove them?

The only event I can remember that may have caused it was using a new car cover.

Regardless, I would like some tips on trying to get rid of it short of wet sanding.

Clay bar, buff, polish?

Can't really see what it is. If it was something that rubbed off from your car cover, wash and clay should take care of it.
If it is something that etched itself into the clear, you will need to buff it (preferably with a DA if you like your arms) with a cutting compound, after a wash and clay.
Worst case scenario, you wet sand your hood, which is not nearly as scary (or time consuming) as it sounds; and then buff after that.

the idea ran across my mind that the coolant overflow tank sprayed onto the underside of the hood and made that mark.
Washing has not made a difference..will try clay,buff next.

Some people can experience a similar sort of distortion from heat that comes from the engine bay. Maybe it's that? I have something similar on my hood where all the paint in a tiny region of my hood is very blurred (even after clay bar, polish and buffing).

There is a product called "Goo-gone." I don't know if you can get it where you're from, but it's supposed to remove things like tree sap and tar and whatever else might be stuck on you hood that can't be removed with washing.

Run your hand along it and feel what it is. If it doesn't feel any different from the paint I would try buffing it with a bit of polish.
