i recently bought a used set of lip kit.
i want to prep it myself before bringing it to the body shop to have it painted.
appx. what grid sandpaper should i use for scuffing the old paint?

also, i notice the kit was already repainted once.
do i have to sand off all the second layer of paint?

360-400 grit. Make sure its smooth and even. Then after it's done give it a VERY light wipe down with Isoproply Alcohol or Urethane Reducer, or Acetone.

I would just have the body shop do it for you (prep included in paint times).
A lot of body shops will not guarantee their work if it has been preped by someone other than the shop.
To answer your question, 400-500 wetsand.
You don't have to sand the old paint completely off unless its peeling or flaking, In that case you would probably want to.
No sense in wiping it down with anything unless you plan on levitating it to the shop.

Here is what I do:
1. Take down the clear and bumps with 400 grit sand paper till all the clear is gone and its pretty smooth
2. smooth it out with 800 grit sandpaper
3. if it is even and smooth enough then wipe it down with a little reducer or acetone if you have it to clean the surface of dust and oils
4. if not wetsand it with 1000 grit and then clean and your good to go
