Ive read through several of the other threads about people overheating.

My radiator fan does not come on as it should, however, when i hooked the fan to a 12V source, the fan ran just fine. When the fan is supposed to come on, the 2 relays in the fuse box under the hood start clicking very rapidly. If anyone can shed some light on what I might need to do to fix this, I would be very thankful.

try switching another relay in the place of the other, make sure its something useless like the horn relay or some shit. Then youll know if the relay is bad. Or, you could use a test light to see if the fan switch is bad. Youll know if there is power to it and the fan doesnt come on. And do this after you switch the relays. Hope it helps!

i even tried putting a new relay in its place and it didnt work. The relay is getting voltage in the fuse box, and the fan switch it also getting voltage, but the fan wont come on. The relay just starts making a very rapid clicking noise. Now when i hooked a 12V source to the fan, it ran, so I know its not the fan motor

check power to the fan, then if their is none the fuse box panel may be bad. Other than that idk.

there is power in the plug to the fan, but for some weird reason, i get a positive test for both sides of the plug...

well one side should be ground. Some times i get cars in the shop that have had the fan motor replaced by another shop and they wired it backwards so the fan rotated the wrong way! Do you have a trustworthy shop around?
