I'll try to answer this tonight after my commute. I believe that they turn on with the parking lights only and turn signals have no impact (I'd be amazed if they did)
The rear side markers come on with the parking lights and with the headlights. They don't come on with the hazards or turn signals.
Found out that my driver's side bulb is out, and also that it's cracked almost fully (I was able to peel back the red section from the part that's in the bumper almost all of the way to the end). Luckily, I picked up a spare set of front and rears when I bought my car last summer (I would suggest everyone do that, as they are scarily expensive new), so I'll replace it with a new assembly and new leds (might as replace all four if I'm going to do it).
Have you checked the base for the wiring that the bulb plugs into? If you can't find a problem with the fuses, that's probably the issue.
Too bad it's not an easy fix. It could be on the other end of the harness that the problem is, but then the MM should give you an answer on that. Have fun!
It wouldn't surprise me if it's the wiring. I had to replace the pigtail on one of my markers because it was damaged and never repaired properly in an accident prior to my ownership. One of the wires was pinched and corroded. It was easy to just solder-splice the new pigtails in. You can buy brand new ones on amazon or ebay.

for the passenger side, turns out rusted/broken pin in the bulb socket:
for the driver side, replacing with a working socket doesn't help, but probing with multimeter with some very thin wires show a close circuit, probably stuck debris or something inside the pigtail side of socket...
Sorry for not replying sooner, but it's a T10 socket, which takes the 194 "wedge" bulbs. This is one I have saved in my lists on Amazon, but there's others on there as well, and you can also find them on ebay and many other places. They are very inexpensive: http://amzn.com/B00DC4W0MC
