SAE Light Regulations??

I am trying to find out what the regulations are for lightbulbs. I bought some 7500k plasma spark off ebay for my lighting. Are these legal in the state of Washington? Can anyone help me find the answer?

Obviously I made a poor choice, how about some suggestions then to better headlights? Maybe a suggestion on HIDs instead? How about costs?
