Excessive smoke when i start my car

I have a 96 toyota camry with 188k miles on it. i had the engine rebuilt last summer and even before that there was excessive smoke coming out the exhaust. after i got it rebuilt the mechanic said he cleaned all he could but smoke still comes out when i start the car.

he kinda did us a favor on rebuilding the engine so i dont think he actually cleared out the gunk. anyways, i was wondering if there was anything i could do fix the problem?

I have that problem on my Accord. That is a distinct heavy bluish smoke though.

Also in my case the ambient temp must be below 5c and the car has to sit for at least 4hrs for it to happen at all. The colder it is the more smoke that greats you in the morning for a greater amount of time. At 5c there may only be a vague puff for like 5s... At -20c its pretty bad for a couple minutes.
