I've been looking around recently and I haven't been able to find a concrete answer on this but around how much do Mugen front bumpers and dry carbon hoods go for these days? Like I see some at a "low" price for like 1050USD for the bumper and 1500USD for the hood but then one other guy tried for 4k for the bumper and 8k for the hood which i feel like is kinda crazy but who knows these days.

Last I checked, all authentic Mugen parts are discontinued so you are at the mercy of the used market. Pay whatever you're comfortable with.
