ok my hid kit jus went out i don kno if its the ballast or the light bulb it self. it has a manufacturs warranty but i don kno what to to send them in.do i mail it to them personally or from the ebay guy that i bought them from.

You need to contact the person/ business you got them from. And off ebay.... good luck, there are a lot of deadbeats not honoring warranty for kits bought off ebay.
Depending on the brand, you are probably better contacting the manufacturer, to see if they might be able to help you out.

Depending on the seller you may get lucky. I bought two kits from hid4u and when the ballast failed he sent me a replacement in a day and didn't even require me to send the broken one.
the pattern is either:
1. posible high failure rate
